KAVIS SYSTEM UPDATE
Following a much-needed overhaul of a 1970s outdated vehicle information system this January, the Kentucky Transportation Cabinet is committed to resolving the complications identified after launching the Kentucky Automated Vehicle Information System (KAVIS) statewide in January. The system is used primarily by county clerk staff to perform vehicle and vessel-related transactions. While processing times at County Clerk offices have and will continue to improve throughout the year, officials encourage vehicle owners to renew online or delay visiting their County Clerk's office until their renewal month. County Clerks may waive penalties for customers who could not pay due to KAVIS interruptions.

TIME-SAVING TIPS FOR KENTUCKIANS WHO NEED TO RENEW
Renew your vehicle registration online using our online renewal portal.
Wait until your renewal month if you want to pay in person at your local County Clerk's Office (i.e., Recipients of March renewal postcards should wait until March to pay in person).
If renewing in person, bring your ID, proof of insurance, and renewal postcard.
Pay electric and hybrid vehicle ownership fees online at EVHV.ky.gov. If paying in person at a County Clerk's office, you must pay when renewing your car registration and will need to bring your fee notification postcard.

County Clerk's Office. Some clerk offices are experiencing longer than usual wait times as improvements are made to our vehicle information system (KAVIS), and clerks are still processing January renewals due to a temporary closure in early January. We appreciate your patience!
KAVIS PROJECT IMPLEMENTATION
The project to migrate to KAVIS kicked off in 2015, and six modules were gradually released, including boat titling and registration, a standardized point-of-sale system, disabled placard improvements, print-on-demand decals, and new flat license plates. Fully launching KAVIS to now handle motor vehicle title and registration services is what we deployed in January. A short-term closure of County Clerk offices started Jan. 1, 2024, and counties gradually began using the new system starting the week of January 8.
As a mainframe legacy system, AVIS was difficult to support and lacked needed functionalities. Kentuckians, under KAVIS, can now keep their license plate if they sell or trade a car and have more special license plate options to support their favorite organizations.
