Out-of-State Transfer Requirements

Customers moving to Kentucky may be issued a permit, intermediate license, or full operator license, depending on their age and the type of out-of-state credential they currently hold.

Age 16

Intermediate or full license	Kentucky intermediate license	No testing	Must hold a Kentucky intermediate license for 180 days and complete a Kentucky’s Graduated Licensing course or provide proof from out of state.	Applicant must be at least 17 before receiving a full unrestricted license.

Without proof, an intermediate license will be issued for 180 days and the applicant must complete a Kentucky Graduated Licensing course
Ages 18–20
Permit	Kentucky permit	No testing at transfer	Must hold the Kentucky permit for 180 days before taking the road test. No additional Graduated Licensing requirement.	Applicant may receive a full driver’s license after passing the road test.

Age 21 or Older
Permit	Kentucky permit	No testing at transfer	Must hold the Kentucky permit for 30 days before taking the road test. No additional Graduated Licensing requirement.	Applicant may receive a full driver’s license after passing the road test.
