General Information

Already have an active KY Intra for-hire certificate?

If you registered as a tow company and obtained an intra for-hire certificate prior to May 2026, your intra for-hire certificate was migrated to a Tow Certificate. Under the requirements of the new Towing & Storage Certificate, you are required to provide your tow company's rate sheet(s).  Please log in to the MC Portal, upload your rate sheet, and ensure a current Form E or Accord Insurance Form is on file. That will allow you to print your new Towing & Storage Certificate to present to enforcement.​

If you are registering for the first time, the requirements are:

  • $250 certificate fee
  • $10 vehicle fee, applicable to intrastate carriers only
  • Form E/Acord Form Insurance submitted
  • Upload​ rate sheet
  • Before applying for intrastate passenger authority, ensure vehicles are registered and plated with the County Clerk and have insurance per KRS 281.631.
  • Insurance companies authorized to transact business in Kentucky must file a Form E or Accord forms Certificate of Liability Insurance, Form K Insurance Cancellation, and Uniform Motor Carrier Bodily Injury and Property Damage Liability Certificate of Insurance through the online insurance portal. Liability coverage must comply with KRS 281.655.
    • You must have at least one vehicle available before Motor Carriers will grant a certificate.

  • KYTC issues and regulates licensing and insurance requirements for towing and storage companies and investigates complaints regarding compliance. â€‹

​A personal recommendation is the best way to start. Whether you use a company recommended by friends or choose a company through its advertising, be sure that any company you contact has an up-to-date KYTC operating certificate number.

This is important because, to obtain authority to operate in Kentucky, towing and storage companies must be licensed by the KYTC. They are subject to State laws and the Cabinet's rules and regulations, which are designed to protect consumers.

​Towing and Storage companies must file their rates with the KYTC and may not charge more or less than the rates on file.

You can obtain a copy of the towing and storage companies' rates on the DRIVE website. 

​The terms of the bill of lading may set specific limits. Read the bill of lading carefully before you sign it. If you have a damage claim, save the damaged items so the company or adjuster can make an accurate assessment. It is in your best interest to report a claim promptly to the company or adjuster and confirm it in writing.​

Your first step should be to contact the company in writing and explain the problem in detail. Often, you will be able to resolve matters at this level with little difficulty. If you cannot resolve your issues with the towing or storage company, you can choose to file a consumer complaint form with KYTC (fee disputes may be referred as a civil matter if both parties cannot come to an agreement, as KYTC does not regulate tow fees).​
